Audience at the centre: Discoverability, Promotion, and Prominence of Canadian Content Across the Broadcasting System

“Audience at the Centre,” our study for the CRTC on the discoverability, promotion, and prominence of Canadian content across today’s broadcasting ecosystem, is now out.

Based on extensive consultations (48 interviews and three bilingual roundtables), the report examines how audiences find and choose content across platforms and devices, and what helps Canadian and Indigenous stories be seen and heard in Canada and globally.

The study looks across the full content lifecycle from concept to catalogue, drawing on international practices and perspectives from across the Canadian broadcasting system. It proposes nine ways to modernize discoverability, including shifting toward audience-first approaches, strengthening data and metadata, supporting Canadian IP ownership, and aligning promotion with real audience behaviour in a global market.
